ALBANY, Georgia — Not even police officers are immune from arrest for firing a gun to celebrate New Year's. An Albany police officer has been arrested for shooting a gun in celebration of 2011's arrival early Saturday morning. Albany Police Chief John Proctor says 28-year-old Grady Rachel has been suspended without pay pending an internal investigation into the incident. The Ohio Supreme Court has agreed with gun-rights activists and state lawmakers that just one set of laws should govern the ownership and use of firearms across the state. DES MOINES, Iowa — Iowans seeking gun permits -- and those who already have them -- face fewer restrictions under a state law that went into effect Saturday. The new law limits the discretion local sheriffs previously had in denying the weapon permits without explanation.
