Police would get a tip from a neighbor that a man was dealing drugs out of his apartment — not big sales, just enough to be a nuisance in the neighborhood. KINSHASA -- A "firearms for money" operation will be launched on Jan. 28 in the restive eastern parts of the Democratic Republic of Congo (DR Congo) in the central African country's another bid to restore peace and stability, a source in charge has disclosed.
