Negotiations with the gun industry have all but collapsed, and Mayor Rendell is embracing a new strategy to curb firearm violence: dozens of cities filing lawsuits simultaneously against the nation's gun makers. Under Rendell's plan, each city would develop its own suit based on local laws and its own unique circumstances.
