MANILA — Philippine gunowners will be banned from carrying their weapons in public when campaigning for presidential elections officially begins on Sunday, a police official said on Friday. NEW YORK — A 16-year-old black high school youth trying to help a policeman who was being attacked was shot by the officer on New Year's morning.
