MINNEAPOLIS — In 1994 Congress passed a bill calling for waiting periods on the purchase of handguns. The Brady Bill was aptly named for former press secretary James Brady, who was shot and subsequently paralyzed during an assassination attempt on President Ronald Reagan. Brady's tragic injury made him a figurehead for his wife and other anti-gun lobbyists to push the bill through, despite National Rifle Association protests. The bill itself calls for a five-day...
