Kentucky Lawmaker Moves to Stop Gun Buy-Back Programs

FRANKFORT, Kentucky — A Western Kentucky legislator wants to block law enforcement agencies from participating in gun buy-back programs, often used in urban areas to get guns off the streets.
Rep. J. R. Gray, D-Benton, has filed two bills to stop agencies and to make it more difficult to destroy guns.
"I'm just pro-gun," said Gray, who filed both bills on Thursday, along with co-sponsor Rep. Gary Tapp, R-Shelbyville.
