RALEIGH, North Carolina — In a lopsided vote, the state House agreed Monday night to limit the lawsuits that cities and counties can bring against gun manufacturers. The legislation, adopted at the urging of the National Rifle Association, would prevent the kind of lawsuits brought by some U.S. cities blaming gun makers for urban violence.
