Mayor Rudolph Giuliani made a surprise proposal Monday to require the owners of all 250,000 guns in the city to buy trigger locks for their weapons. Such locks come in several forms, including combination and fingerprint-recognition systems. Giuliani made the announcement at a City Hall ceremony where he signed a more limited bill, which the City Council had passed by a vote of 46-0, requiring safety locks only on handguns, and only on those sold after the bill takes...
