LONDON — Seconds after his police radio crackles into life, Inspector James Beattie kicks the squad car into gear, triggers its siren and roars the wrong way down a busy road. Beattie and his partner, Constable Jill Simpson, are wearing stab-proof vests and carrying batons, canisters of mace and handcuffs.
