SPRINGFIELD — Gov. Ryan and Senate President James "Pate" Philip (R-Wood Dale) remained publicly at odds Monday on an anti-crime package, but behind-the-scenes talks on a possible legislative deal on guns edged forward.
On the General Assembly's first day of a special session to re-enact the Safe Neighborhoods Act, Ryan and Philip continued to disagree over how harshly to punish people who have been charged with illegal possession of firearms.
