WASHINGTON — Weak oversight of arms deals by the United States, England and Italy resulted in the illicit arming of al-Qaida, a new report by Amnesty International says. The international non-governmental organization says that despite new measures implemented to regulate arms deals, thousands of weapons have ended up in the hands of al-Qaida militants operating in Iraq, Amnesty International reported.
