Councilman David Yassky, a Brooklyn Democrat, said yesterday that he would introduce a bill that would direct the city to fine gun manufacturers or dealers $100,000 each time they recklessly sell a gun that ends up in criminals' hands in the city. Mr. Yassky's proposal is the most recent attempt to combat illegal gun sales in the city. A federal lawsuit that the city filed against gun makers in 2000 is pending. Last year, Mayor Michael R.
