FRANKFORT, Kentucky — The names of people who have permits to carry concealed weapons would no longer be public record under a bill the House passed yesterday. House Bill 290 passed 89-7 and now goes to the Senate despite an impassioned speech by Rep. Jim Wayne, who argued that all weapons-permit records should be public, as are virtually all other permits.
