WASHINGTON — When gun control is mentioned in Pennsylvania politics, the name Joe Clark invariably comes up. The last two-term Democratic senator from Pennsylvania, Clark co-sponsored a bill in 1968 to register all guns in the United States. Time to "shrug off the noisy protests of the gun lobby," Joe Clark would say.
