NEWARK, New Jersey — Hoping to reduce violence and replicate the success of earlier gun buyback programs, the state's largest city on Monday embarked on two months of purchasing weapons from residents. In 2001 and 2002, Newark spent more than $100,000 to purchase 1,099 firearms from residents. This year's program will use $50,000 seized from wrongdoers.
