WASHINGTON — In the face of criticism from political friends and foes alike, the National Rifle Association refused today to back off the supercharged rhetoric of the group's executive vice president, Wayne R. LaPierre Jr., who last week labeled President Clinton as an accessory to murder for not enforcing the nation's gun laws.
