Police Face Complaint for Letting Killer Have Shotgun

UTSUNOMIYA, Tochigi Prefecture — Family members of the victims in a deadly shooting will file a criminal complaint Tuesday against police officers and the chief of the Tochigi Prefecture public safety commission, claiming they allowed the killer to own a shotgun without full inspection, according to sources.
