46) The "Arms for Development" programme, implemented in Sierra Leone from 2003-2008, was a community-based DDR (disarmament, demobilization and reintegration) programme that focused on youth-oriented policies, support for elections and access to education. One of its key aims was to control illicit arms trafficking and develop community-based approaches to weapons collections. Communities were offered incentives if they were declared "weapon-free".
