A former state narcotics agent was arraigned in Oklahoma City federal court Tuesday in connection with a gunrunning scheme that led to the trafficking of firearms to Mexico, according to court records. Court papers allege that Francisco Javier Reyes, 29, of Oklahoma City, recruited two friends — one of whom is now dead — to buy firearms for him.
