Buoyed by the success of a crime program in Richmond, Va., Phoenix law enforcement officials will launch a new crackdown against criminals who carry guns. The effort, Project Safe Neighborhoods, will target guns and violence and will result in tough mandatory sentences, many of them in out-of-state federal prisons.
