WASHINGTON — The United States — the world's number one arms seller — will strengthen controls over the export of small arms, Secretary of State Madeleine Albright said Tuesday. The State Department has increased scrutiny of export licenses "to make sure end users are the real end users" and laws have been tightened to prevent Americans from facilitating arms deals abroad that would be illegal at home, Albright said in a speech.
