Exceptions would be allowed under government plans for a mandatory five-year jail sentence carrying firearms, Downing Street has confirmed. The decision comes in the face of opposition from the judiciary to compulsory minimum sentences. The Conservatives condemned the handling of the sentencing plans as a "mess" while the Liberal Democrats said government policy seemed in "disarray" but Number 10 insists there has been no U-turn.
