BLOEMFONTEIN — A ruling ordering the government to pay R1.6m in damages to a man who was shot by his neighbour, an aggressive alcohol abuser who should not have been allowed to own firearms, was confirmed by the Supreme Court of Appeals on Thursday. The Cape High Court initially turned down the claim by Dirk van Duivenboden, but a full Bench of the same court later upheld it.
