Gun purchasers can skirt mandatory background checks required at gun shows if they find a willing, unlicensed dealer, according to the way the laws operate in Virginia, allowing for felons and those who have committed other violent crimes to own such a weapon. A new proposal, if passed by the General Assembly, would require unlicensed dealers at gun shows in Virginia to perform background checks on prospective buyers.
