TIRANA, Albania — Threats have failed, and so have cash payments.
Now the United Nations plans to offer telephones and better roads to encourage some of Albania's 3 million people to turn in their more than half a million illegal weapons.
U.N. officials themselves are uncertain whether aid programs will provide the key to eliminating illegal weapons in a country which a recent U.N. report described as the "Land of the Kalashnikov."
