New York Democrats Sen. Charles Schumer and Rep. Carolyn McCarthy on Monday introduced legislation that would shore up existing rules regarding the rights of current and former mental patients to purchase firearms. The bill would bar anyone who has a restraining order filed against him or her from purchasing a gun.
