A federal regulation aimed at detecting bulk sales of semi-automatic rifles to Mexican drug gangs was upheld Friday by an U.S. appeals court. A unanimous panel of the U.S. Court of Appeals for the District of Columbia Circuit said the Obama administration acted within its authority to adopt the 2011 rule, which affects firearms sellers in states bordering Mexico.
