Foreign bodyguards will be banned from carrying weapons when protecting overseas dignitaries at this year's Rugby World Cup.
New Zealand police will assume full responsibility for the protection of visiting heads of state and VIPs at the tournament, which starts two days before the 10th anniversary of the September 11 terror attacks.
