Tucked away in the fiscal 2012 defense authorization bill that the House passed Thursday is a curious provision: an amendment that would ensure that troops deployed to Afghanistan or Iraq have the "right to bear arms." You read that correctly. The House voted 260 to 160 to approve an amendment to the bill that would revise the military's "rules of engagement" to ensure troops in conflict zones can defend themselves. Seem a bit redundant?
