NEWARK — Standing at the intersection of Court and Broome streets in Newark last year, city Police Director Garry McCarthy surveyed a crime scene that looked like a war zone.
He was staring at a sport-utility vehicle riddled with bullets, its front end looking like "swiss cheese." At McCarthy's feet lay more than 40 shell casings, most of them spat from the barrell of an assault rifle.
