Just days before the rampage in Arizona, the highest court in Maryland issued a ruling that now seems more apt than ever.
The Court of Appeals dealt with a challenge to a Maryland law requiring a gun owner to obtain a permit to carry a weapon in public. In Arizona, no such permit is required.
