WASHINGTON — A much-touted federal effort to keep U.S. firearms out of the Mexican drug wars is unwieldy, mismanaged and fraught with "significant weaknesses" that could doom gun smuggling enforcement on the border to failure, an internal Justice Department review concluded Tuesday.
