SPRINGFIELD — Gun owners could face $1,000 fines or jail time if their weapons are improperly stored and used by children to harm others, under legislation Gov. Ryan signed Monday. The measure, which Ryan campaigned for, requires that guns be locked in storage cases or be equipped with trigger locks in homes where children 14 and under live.
