Iowa Gov. Chet Culver signed the controversial concealed weapons law Thursday, putting to rest a years-old debate about how county sheriffs issue permits. The bill would require county sheriffs to issue a permit to carry a concealed weapon to anyone who legally qualifies, rather than giving them discretion about whether to reject the permit for another reason.
