The number of crimes involving handguns reached its highest level for seven years in 2000, leading the pro-gun lobby to suggest that the ban introduced after the Dunblane massacre of 16 children and a teacher has proved ineffective. The use of illegal weapons rose dramatically with 42 people killed.
