DRESDEN — The 2002 shooting at Gutenberg high school in the town of Erfurt in central Germany, came on the day that the country's parliament approved a new Bill tightening its already strict gun controls. The lower house of the German parliament voted on the new measure hours after two female pupils, 13 teachers, a school secretary and a police officer were shot dead by a student who had recently been expelled.
