ESSEX, Vermont — Police aren't saying whether the gunman in the fatal shooting of a retired professor will be charged, or who he is. John Reiss, a 73-year-old father of seven who taught English at St. Michael's College in Colchester, was hit by a stray bullet by someone firing a rifle during a target practice nearby Tuesday.
