SACRAMENTO — California could be the first state to require that every semiautomatic handgun cartridge be stamped with an identifying mark. A bill bearing that proposal has cleared both chambers of the Legislature. Gov. Arnold Schwarzenegger hasn't said whether he will sign it once it reaches his desk.
