The NYPD is boosting its anti-gun initiatives — assigning extra detectives and forging a stronger bond with the feds — to battle the spike in shootings, Police Commissioner Raymond Kelly said yesterday. Kelly also has asked borough commanders to devise ways to tackle the problem.
