Pennsylvania Killer 'Normal' When He Bought Guns from Delaware Dealer

NEWARK, Delaware — Weeks before three businessmen were gunned down in Philadelphia, Vincent Julius Dortch passed two criminal background checks and gave no indication that he planned to harm anyone when he bought two guns from a Delaware firearms shop, a manager at the business said Friday.
