At the recent United Nations small arms Review Conference in New York, [1] a global process to link the proliferation of small arms with international development, public health and human rights slid into an inconclusive and wasteful hiatus. In addition, a spin-off Arms Trade Treaty could distract from more direct and localised efforts to curb gun violence.
