In a way, Jim Pruett's plan was pure Houston. Already possessing a product, the gunshop owner recently took it upon himself to create a new market for it. All it took was a pre-existing spike in the crime rate and a new word — "Katrician" — that turns 120,000 men, women and children into the enemy.
