Nearly five years after a sniper killed federal prosecutor Thomas Wales at his Seattle home, the FBI shifted the investigation Tuesday to its Portland field office, hoping for "new progress" in the case. Under the shake-up, Robert Jordan, special agent in charge of the Portland FBI office, was named "inspector," allowing him to handle daily supervision of the case and expand its reach.
