Manitoba gun owners are pleased that Ottawa took a first step to scrap the federal gun-registry program, with its announcement that long-gun owners will no longer have to pay to register their weapons. The Conservative government also said Wednesday that people will get a refund if they've already registered their shotguns or rifles and won't be prosecuted if they don't register them at all.
