CHEYENNE, Wyoming — Wyoming is suing the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, saying the agency is relying on a technicality to refuse the right to bear arms to state residents who have misdemeanor convictions for domestic violence. Federal law prohibits anyone convicted of "a misdemeanor crime of domestic violence" from possessing a firearm.
