TOKYO, Japan — Soccer hooligans, beware. Japan's reputation as a safe nation might make it a tempting target for unruly soccer fans to stir up some violence at this summer's World Cup event, but police here are confident they can restrain their enemies with a unique new weapon: the net gun.
