Most of us wouldn't drive our cars without a spare tire or venture out in a Wisconsin snowstorm without a set of jumper cables and a few bags of cat litter in our vehicles.
Responsible drivers don't drive one mile without car insurance. And most of us carry all sorts of life, casualty, health and other insurance.
Yet the state of Wisconsin for more than 100 years has told respectable, law-abiding citizens that they just can't carry a concealed handgun.
