Acting in a surprisingly expeditious and cooperative fashion, the Senate and Assembly agreed on two bills that will toughen penalties for crimes against police officers and illegal trafficking of firearms. The bills were passed during a one-day special session on Dec. 21, called by Gov. George E. Pataki after two New York City officers were killed by illegal firearms in a span of just two weeks.
