South Africa's draconian Firearms Control Act, a decisive attempt to limit gun ownership in a society awash with weapons, has confronted a gun culture that is every bit as deep as America's. It is hard to imagine better representatives of this culture than Piet and Rossouw Botha, the two sons of former President PW Botha.
