Tucked into the omnibus spending bill is a provision withdrawing from the federal government the authority to keep a 90-day database on gun-buyers. Once background checks are done and legal purchase is completed, the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives must destroy their records within 24 hours.
